The Renting Homes (Wales) Act 2016 is legislation that was introduced in December 2022 in Wales. It was written to give tenants more rights and protections.

The Act introduced the occupation contracts we issue, which replaced existing tenancy agreements.

A tenant is now referred to as a ‘contract-holder’. The Council is known as a ‘community landlord’, instead of a ‘social landlord’. Some of our documents and website content will still use the term ‘tenant’, but this still refers to you as a contract holder.

What changed in the Renting Homes Act?

The Renting Homes Act introduced the term ‘Fitness for Human Habitation’ and increased the responsibility for landlords to provide good quality housing.

It introduced new rules for how you can transfer your contract to another person (previously exchanges).

It introduced new rights for succession to a contract if the contract holder dies.

It made it easier to add or remove people from the contract. The Council can now take action against contract holders individually if they break the terms of the contract.
