When you rent from us, your rent payment does not include home contents insurance.
You should consider what is covered by home contents insurance so you can make an informed decision on whether you need it.
Contents insurance protects the things you own. There is always a risk that your belongings could be broken, damaged or stolen, even if you are very careful.
About the home contents insurance scheme
The Thistle Tenant Risks Home Contents Insurance Scheme is a specialist insurance scheme for social housing tenants. If you are a Cardiff Council tenant, you can apply for the scheme.
If you rent temporary accommodation or a furnished property, you are not eligible for the scheme.
The insurance covers items in your home, such as:
- furniture,
- carpets,
- curtains,
- clothes,
- bedding,
- electrical items,
- jewellery,
- pictures, and
- ornaments.
The policy has been designed to meet the needs of social housing tenants.

Benefits of the scheme
- No excess to pay if you make a claim.
- Theft, water damage, fire and many more household risks are covered.
- Tenants’ improvements are covered. This is up to £2,000 or 20% of the sum insured, whichever is greater.
- Theft or attempted theft of the contents in sheds, outbuildings, and garages is covered. This is up to £2,000.
- Damage to external glazing, which you are responsible for, is covered.
- Replacement and installation of locks for outside doors and alarms if keys are lost and stolen is covered.
- You do not need special door or window locks. You just need a lockable front door.
Cost
Premiums start from 76p per week for £6,000 worth of standard cover.
For extended accidental damage cover, premiums start from 91p a week.
All council tenants can apply, regardless of age.
