The Right to Buy Scheme was introduced in 1980 and allows secure tenants of local authorities and Registered Social Landlords to buy their home at a discounted price. The level of discount is based on the length of the tenancy, but is currently limited to a maximum of £8,000 in Wales.
A secure tenant does not qualify for the Right to Buy until they have been a tenant for :
- 2 years if they were a secure tenant before 18 January 2005 or
- 5 years - for all secure tenancies from 18 January 2005.
Any time spent as a secure tenant with another local authority, Housing Association or other public landlord is taken into account.
How to apply
There are a number of stages involved in a tenant exercising their Right to Buy. The first stage is to complete the Right to Buy Claim Form (Form RTB1) and a Declaration Form. You may find the Council’s ‘Right to Buy Guide’ ) and / or ‘Buying Your Council Flat Guide’ useful.
