Right To Buy

Right To Buy

The Right to Buy Scheme was introduced in 1980 and allows secure tenants of local authorities and Registered Social Landlords to buy their home at a discounted price. The level of discount is based on the length of the tenancy, but is currently limited to a maximum of £8,000 in Wales.

A secure tenant does not qualify for the Right to Buy until they have been a tenant for :

  • 2 years if they were a secure tenant before 18 January 2005 or
  • 5 years - for all secure tenancies from 18 January 2005.

Any time spent as a secure tenant with another local authority, Housing Association or other public landlord is taken into account.

How to apply

There are a number of stages involved in a tenant exercising their Right to Buy. The first stage is to complete the Right to Buy Claim Form (Form RTB1) and a Declaration Form. You may find the Council’s ‘Right to Buy Guide’ ) and / or ‘Buying Your Council Flat Guide’ useful.

The Leasehold & Right To Buy Team administer the scheme for the Council. You can contact them by:
